בעקבות החלת נוהל דיווח מוקדם ביצוא מטענים באוויר לרשות המכס האמריקאי אשר יכנס לתוקף בתחילת חודש מרץ 2004, ובהעדר כל הנחיות בנושא (עדיין) מהחברות הישראליות, פנתה מזכירות ארגון הגג של סוכני המכס והמשלחים הבינ"ל, למספר גורמים וקיבלה לרשותה העתק מהודעה לעיתונות אותה פרסמה חברת התעופה האמריקאית NORTH WEST AIRLINES בדבר אופן הדיווח העתידי והדרכים הקיימות לביצוע הדיווח.

Web technology key to complying with enhanced regulations
ST. PAUL, MINN. -- (December 15, 2003) -- NWA Cargo, the cargo subsidiary of Northwest Airlines, plans to offer the convenience of Web technology to help its customers comply with new U.S. Customs regulations.
Under new U.S. Bureau of Customs and Border Protection regulations that take effect March 4, 2004, air carriers must electronically submit all required data to Customs prior to cargo being loaded on board using the Air Automated Manifesting System (Air AMS). NWA Cargo is an approved Air AMS user at all of its gateways and hubs.
The new regulations apply only to international imports and exports. Domestic shipments are not affected.
NWA Cargo offers its forwarder customers three options to comply with the new Customs regulations. The preferred method is for the forwarder to send to NWA Cargo the complete FHL message in industry-standard "CGOIMP" format using an Internet "FTP" message, which is transmitted at no cost to the forwarder.
A second option is for the forwarder to pay a Value Added Network (VAN) to send to NWA
Cargo an EDI message in "CGOIMP" format. As of March 4, 2004, NWA Cargo will not pay for third-party messages.
The most expensive option for forwarders is to submit required data on paper. NWA Cargo will handle the data entry for a fee to be determined.

NWA Cargo also is assuring its freight forwarder customers that, under the Northwest Airlines' privacy policy, no customer data will ever be used to interfere in the relationship forwarders have with shippers or other end customers.
